Use of registrations or trademarks in a domain

I thought this information would be easy to find but my search came up pretty empty.

What are the restrictions on using a registration or trademark in a domain name. For example, lets suppose I wanted to run a website about tweaking microsoft windows; could I legally register a domain called "windowstweaks.com"?

Also, since it could be relevant, assume that the site is PRO the product/service/etc. IOW, I would be registering a domain "chevrolet-rocks.com" and not "chevrolet-sucks.com".

Thanks.
