If you're talking about email spam, that's a good question. But if you're asking about spam in a larger sense, at least some of what seem like spam programs actually are created to be something positive.
Like Word Press and the stupid plugin that re-blogs items from a feed. It has spawned a whole new breed of content scrapers and leaches making money from content created by other people.
I've been having this problem recently and the one thing these people all have in common is Word Press. The second one is a Drupal but since that is harder to use there aren't as many of them. But with the ease of installing Word Press it seems more and more people are getting into the scraping business.
