The one you're more versed in, in the end.

You have quality software for both, and it's more the time you need to resolve issues that count.
I'm a pro-linux, nad I'd even say that openBsd would be better as a shared web hosting server.
BSD is way more responsive than Linux under high load, and it's development model is "stability first, features after" where often Linux looks like a sand castle to me.
There are great ideas, but if you don't know exactly what to do, you could undermine your system. I think about the low latency patches, for instances. They are great for a desktop machine, bu not recommended for servers.

So in the end, if you have an MCSE and experience in Windows server, go that way.
If you feel more acquainted with Bsd or linux go that way.
Anyway, it's going to be hard work, configuring DNS, IP routing, BGP routing, setting up multiples connections to prevent your server being cut out of the net when 1 fiber goes out, load balancing, fail over preventing and securing your server.

I'd recommend you to have 2 machines, if possible close about the software you run on them.
1 at your disposal, at home or in your desk, to test and fsck it up, and the other, online, where you applies the solutions you have experienced on your test server.
It's the safest way to go.

If by "seo urls" you mean url rewritting, to make
http://whatever.com/coding
reffer to
http://wathever.com/page.php?category=coding
then no, you don't need linux.
Any up to date web server allows you to do that.

Basically done by what Thierry already stated, URL's being rewritten (to have a "Pretty" URL structure.)

As an "unpretty" example:
http://www.mysite.com/showthread.php?t=104484

Could be rewritten to something like this:
http://www.mysite.com/forum/business...make-money.php

An example could be what vbSEO did for WT.

Although I have no idea why they're *called* SEO URL's.
(Probably because some "SEO Experts" believe that Pretty URL's rank better in search engines.)

Seo'd urls are sorter urls php urls for generated pages can be very long and have no real structure to them seo'd urls are sort and easyier for people and search engines to pick up on wp uses it alot of people use it now so if I was to start a hosting company then maybe this is somehting people might be looking for

That is a "how long is a piece of string" question.

You will need some rackspace in a datacentre unless you are proposing to get a leased line. From there on it's co-location and managed or unmanaged or dedicated with shell/TS access.

And of this then opens up a whole new batch of questions about how much you know about managing servers.
