You have to go to the hotel franchises and ask them to work with you directly on it - you ought to be putting their interfaces on your system, in my view.
Since your guide is for one city, I'm sure that's the best (and easiest way).

but seriously, my relatives ran franchise hotels in the USA for years and I think that what you need to do is talk to the top hotels and try and make deals with them - if they need convincing you have to throw big traffic figures at them
as for smaller hotels - you could set up your own software, as you appear to want to, but the LEAST COSTLY way to do that is write it yourself, it's not hard, and you can then make sure it's aligned with all the systems of all the smaller hotels - probably using email or their own online booking form
use ANY scripting language - jump in and learn as you go.
Otherwise set aside a couple of 1000 dollars, get a freelancer, and pay someone who already knows how to write scripts.
