First, like any business, establish your market.
Who is your market? how big is your market? What is the revenue potential of the market? Who are the competitors in the market? How will you compete?
How will you be better than the competition? Pay special attention to this one because, you stated that you know nothing. Your competition knows a lot, they have experience.

Study up on your copyright law. You need to ensure that people posting templates actually own the rights to them.

Depending on where you live/conduct business, most likely, yes. Find the nearest SBA (small business administration) office and get some free advice.

You need to seriously consider why you want to start a business in a field where you know nothing, the market is tight, and the competition is fierce/experienced/knowledgeable.
Why not start a business in a field where you do have some knowledge and experience, where there is less competition, and more revenue?
