In the past you generally don't have to collect or pay sales tax on purchases made online. Technically, you are supposed to collect tax for each state and remit it to them I think, but hardly anyone does it. Recently, however, New York has made it mandatory to collect tax from purchasers in New York made online -- as a result Amazon and some other place are suing the state, although Amazon is collecting sales tax from NY resident while the litigation is pending (the other litigator just dropped all their NY affiliates IIRC)
I'm not sure how all that plays out with ebay exactly, as I don't sell on ebay any more. You might want to check out the forums on ebay, they are extensive and I'm sure they're talking about all this over there and how it affects ebay sellers.
