I would make a writin contract.
If he is building a complete website pay him the deposit after a basic markup is done. Then pay him the rest when finished. For his piece of mind he can hold all files until completed.
If he is doing just an update to your current site I would first check his credentials and view sites he has created although they can easly be forged. This will tell you if he is capable of doing the work you ask of him. Once again write a contract up there are web design contract examples on the web. Not that you will ever have to use it but just incase at least you have a little bit of assurnace. Negotiate the deposit downward. You can even pay by paypal it may give you a little bit of guarantee.
