I think that one of the hardest parts of an online business is promoting it.

BUT!, if you have good services and you can get some word of mouth out and about there on the web, then it could help alot.

Absolutely... but that is only one part of the business...

This person probably has a $5/mo godaddy account and wants to handle the same amount of traffic as digg.com. God forbid we talk about CDN or server management.

You will need a payment gateway to collect payments for the product/services you are selling at your online business like paypal or merchant account.

Step 1, write a business plan
Step 2, build/edit a site that meets the objectives of the business plan
Step 3, market the site in accordance with your business plan
Step 4, analyze the results, edit your business plan accordingly, goto Step 2
