I have a potential client who has a business that offers pet services. (grooming, etc.) He wants his clients to be able to login to view and pay their account balance.

Does anyone know of a good web app that can do this, or a CMS that would feature something like this.

Sounds like you are looking for accounting software more then anything else. I believe Quickbooks has an online interface, although you may have to do some custom coding with the API to get it to display/interact how your client wants.

I don't think Quickbooks is what you are looking for. You will need a custom programmed bill pay script. You may be able to find a premade one that you can buy, but to have it made just to what you need best go with a custom programmed system.
