Because it's a cheaper option for those who don't want to part with their money I guess. And rates are much lower in places like India. Why do you think those countries dominate websites like elance? I assume you mean business process outsourcing.

I also want to be a part of this interesting discussion.
In my knowledge BPO stands for Business Process Outsourcing. This is a strategically planned business activity that mostly businesses tend to adopt to transfer their workload to another business or service provider to concentrate on core activities of their own businesses. This leads towards many benefits with business point of view like cost reduction and more skilled people. This activity is becoming more popular in almost all businesses and mostly Philippine, China and India are offering these services.

I hope this is correct information about BPO. Call center outsourcing is the more common example of this activity.
