I am seeking opinions on this one because it is not a straight out shopping cart solution.

I have a client with less than 100 customers and less than 50 products. They would like to setup a customer login on their website. Customers should be able to login and see their last order (or perhaps last couple of orders). They can then change the quantity or simply re-order. If the price has changed since their last order, the total should auto update on the new order. Once they submit the order, an e-mail should be sent to the sales rep who will then call them to confirm and make payment arrangements over the phone.
Surely there is a pre-existing solution out there that could simply be customized to fit our needs. Any suggestions?

There maybe an existing cart, but your needs does sound very specific.
I would suggest you go on scriptlance (dot) com, a site where programmers and webmasters offer freelance services. I use them a lot and have been very satisfied. At the very most you won't have to pay a dime to see how much a programmer will charge to customize an existing cart to fit your needs.

The need is not really complicated at all.
I dont really get how web designers seem to always jump to how do i find the right free software for a specific customer. There is already software out there to do exactly what the customer wants. As web designers dont offer these other products because i guess they think they will run them selfs out of business. The product im thinking of is

There base package is about 24.95 handles 100 products and runs faster then most any free carts. As a web designer you offer this to them tell them you will do the 1st setup for a fee. run it threw your own affiliate setup and generate about 6.00 a month for each customer that uses it.The customer can add products as they would like basically take control of their own web site. I mean think about this that cart would cost them $300.00 a year to run are you going to build the cart and monitor it for that amount. your giving the customer a good product you make your set up fee and have income from this customer every month. with this product you can even offer it with a 15 day no risk to them trial
