I registered ebay yesterday, when its the final step, it reminds me to enter the Credit card no. for personal authentication and then can continue to register as member. and it also said will not charge any money just for confirm the personal information. but once I entered the credit card number. I receive message from credit service center, it said ebay have charged $10.00 from my account.

This money will be returned back to you after they have verified your credit card. The whole process will take about a month to complete.
