This is a pretty standard feature on some of the more robust shopping carts. Currently, the shopping cart developer I work for has these features.

I'm not sure about this feature. Some of our competitors might have this feature, I'm not positive. I know the cart I work for has the ability to offer 'credited' customer accounts, but at this time there is no P.O. feature in it. This can possibly be customized.

Most carts have multi tier admin areas that will allow this out of the box and fully supported .cvs file exporting as well. Some of our competitors even have QuickBooks integration.
If you are looking at a hosted solution, I would recommend taking a look at the following carts:
Volusion - Bigger provider, robust solution, they don't do custom programming.
Monstercommerce - I'm not sure that they have all the features that you've outlined, but you might want to do some research on them.
Modular Merchant - This is the cart solution I work for. We normally do custom development for our clients and include most of the features you requested out of the box.
All the carts listed above offer free trial accounts.
I didn't really touch on the 'free' carts out there that you can have a programmer customize, but I'm not sure of their functionality and flexibility. If you want to look at them, I've heard good things about the following 'free' carts:
CubeCart
ZenCart (offshoot of OsCommerce)
OsCommerce
