I need to choose what automated sign up program to use. It also has to bill people, and have many payment gateways.

The two popular ones are Modernbill and WHM AutoPilot

I'm using ClientExec. It's not quite as feature rich (though certainly comparable) as the two Anacrusis mentioned, but I thought it had the nicest interface and has worked well for me so far. I still need to upgrade to the latest version which I believe has a few more features that the other two have.

By automated sign ups do you mean the customers hosting account is set up as soon as they have made payment? If so then yes MB does that.
