I want to start a service/website, where people will pay for eg, $100 initially and if they are not satisfied with my service, I want to return their money and I will keep $1 as fees.
Which is the best payment gateway to do this transaction?

If I use paypal, then i will receive some $96 from the user and i have to return $99 as per the terms.. that means, is a loss to me.. how can I protect myself from this scenario?

I'd suggest something different.

use protx.com to allow you to initially take the customer's card details and then charge them at a later date.

they're abit more expensive than paypal and you need a merchant account but it would save you lots of hassel.
