It makes sense 29 links hasn't increased your PageRank; for one thing, Google only publishes PR data to the outside world a few times a year. You could get a million links overnight, and then still wait months to see their effect on the Google Toolbar.
Also, the real PR system, the internal one that's always being updated, is a little more complex than just counting the number of links. For example, you mentioned a little more than half the links you acquired have PR 2 or more; how much PR a page has helps determine how much it can spread, but also, the more links on that page, the less mojo each of them carries.
Finally, reciprocal links have been pretty much devalued. If you can get one-way links, those are much better. And of course you want the anchor text of the link to be something that people will search for. You can find a LOT more tips in the SEO forum here.
