I'd do it except that it makes certain presuppositions that can't be made.
1) How much would you spend for a custom website that has a content management system?
It's a custom website. It depends on the needs of the business and what they want. There's no standard pricing here, nor should there be.
2) What time scale would you want your website to be made in?
Depends on the scope of the project, customization, etc. Again, there's no set timeline.
3) What type of site would you hire a web designer from? (E.g. secure, professional, Etc.
Again, there's no set answer to this. A forum board might work, a Rent-a-Coder might work, even a jobsite might work.
4) What features would you expect your site to have when made?
Again, this goes back to customization. Different things work for different businesses.
Simply put, the problem with the angle you're taking, and this isn't totally your fault or your mistake, is that you're trying to pigeonhole businesses by incorporating "standard features" into their websites. That sometimes works in specific industries or niches, but it won't work on a grand scale.
For example, what works for a real estate website as a feature may be completely useless to a fishing site.
Once you understand that concept, you'll be ready to start your own design business.
