It is like Wikipedia, in terms of what it is trying to provide, but it looks like with help it can become quite a site. They are looking for new memebers and authors/ admins and anyone can sign up for free, and submit content to the site. I think this site has potential, but needs some help to really get it going.
What are your terms of service, what type of content are you asking people to create, and do you try to claim ownership of it, force a particular license, or...?
If you're looking for people to fill out the content in your site you really need to be more clear.
I think what he means is, he found this site on the net that needs a bit of help, but could become big with some help, and he's asking for people to join their admin.
Well the site is looking for information of a wide range of information:
1) biographies
2) labs
3) info articles etc.
basicly like information articles pertaining to a certain topic. For example if you have written anything in thr past, or if you are in school, and have past homework, they will take that as well. They are looking to spread the word i guess and help obtain content and potential status memebers.
