They can be great for usability; you can make a table of contents for a particular page, and do a lot else. Wordpress is a good example; the 'more' function jumps the viewer down to the point they left off at.

Is there much value in knowing that, say, ten people linked to a certain page, and eight of them to the same anchor in the page?
