Can you stop access to .htacess?

I run a free webhosting website and i've had problems with people cheating my forced ads by editting the .htaccess file. Is there any way to login through SSH to limit access to the .htacess file to just root?

You could always CHMOD the permissions, right? I do that for one of my hosting accounts and it can't access any files unless it has permission to.
