There are a lot of ways to define a blog. In Rachel Blood's book, she defines a blog as a website with entires (posts) arranged in reverse chronological order.
Recently, a lot of blogging afficionados have said that a website isn't a blog unless it has comments and trackbacks turned on. I disagree. A lot of blogs who don't want to deal with comment spam just turn comments off, which I think is very valid.
Some people say that just because you're using blogging software, that you have a blog. For example, Expression Engine or WordPress. Again, I have to disagree. Both of those examples can be turned into full-fledged CMSes with a careful choice of plugins and theme.
If you want to call it a blog, you can call it a blog. If you want to call it a website with a CMS, so do it. It's really kind of a fuzzy line.
As far as your website goes, I'd say it's a website. I don't see dates or more than one post on the first page. On first impression, I see nothing that makes it look like a blog.
