Pretty much. They (eBaums) pay their users money to submit content.

AFAIK, most humor sites share content with each other.

If you run a humor site, nowadays, you can pull content from YouTube and Google Video easily though

Yes. As already stated, many, if not most humor and video websites tend to get most of their content from users who have submitted it to them. Sometimes for cash, sometimes for free.

Google video and youtube are great places. Plus people have free time all the time when they submit funny stuff just because they are plain bored.
