You mean a bunch of people make some linkbait, then they trade url's and each person diggs everybody else's story? I haven't heard of any. (There was a post on a 'blackhat seo' blog joking about doing that. But I guess it never really got set up.)
Why not start one yourself? The only problems I can think of are: 1: Getting enough people to join. (I doubt that would be much of a problem) 2: Preventing infiltration by digg admins / getting mass banned.:
The people running digg probably wouldn't want this obvious manipulation of their system. So you'd have to have a good way to make sure that they couldn't get in on it. You'd also need to make sure not everybody dugg every story. ("Why are all these users digging exactly the same stories? They must all owned by the same person or something. Ban them.")
