Then you should probably get off blogger and get your own domain and wordpress blog.. It costs $5 a month these days.. if you can sell just one link, you'll double your money after TLA's cut.
The 728x90 may improve your earnings a bit, but you've got to let people know you've got a lot of content first.. This will make them more apt to bookmark your site, and less apt to dismiss it as a page full of adsense.
The more value you build in your site, the more traffic and income will increase over time.
This is just my opinion and there may be traffic value in free blogger account that I'm not aware of..
But the best way to learn how to increase your income is to visit the big earner's sites and see how they are placing their ads.
