When looking for new help, I always do trial projects. For example if you need a designers, have them do at least 1-2 small design projects for you to determine if they are professional, timely, and communicative. Communication is a MUST for me.
A simple mod_rewrite rule could do the trick also, it's just a pain that extra measures have to be put into place to apply something so basic in what's meant to be an industry leading piece of software.
