All DoD and most government agencies provide internet access ONLY through a local proxy so they can monitor what sites the government employees and contractors go to.
It's not a proxy in a sense that it allows them to go to blocked sites, it's actually the opposite. They use that proxy to block sites users go to.
So what you are seeing on your proxy site is people going through that local proxy to get to your site so they can see sites that are blocked by that local proxy.
