You will never find something like that.
If the proxy changes ip all the time, you would have to change it too to access it.
What you need is something like TOR, which is a network of proxy, and on which the requests can be sent to any machine in the network (like a round-robin algorithm, first request on server a, second on server b, third on server c, fourth back on server a and so on)
