Phishing.

DO NOT CLICK THE LINK. The words may be the correct URI but the underlying URI will be in China or somewhere in Eastern Europe or the former Soviet Bloc countries.

Genuine emails from PayPal will be addressed to the ACCOUNT HOLDER NAME not to "Dear User" and will go to the email address(es) registered to the account.

That is EXACTLY Right! Do NOT click on the link if the Paypal Email is NOT addressed to the name you signed up with...

Another way to find out is by looking at the 'favicon' of the page in the top corner next to the address bar... if the background is glowing green, it means that the site is secure. If the background is not glowing... you know the rest.

Nothing complicated. You can write anything you want in it.

The easiest way to know if it's genuine is to see whether they address you as "Dear User" or "Dear Name" where name is your real name (obviously).

PayPal doesn't use the ® sign after the name, they use the ™ such as PayPal™.

As long as there is anonymity on the internet there will be people who think they are absolved of any moral or social responsiblity. Unfortunatly the only thing you can do about it is be suspicious of everything.
