For the security of my child, nothing substitutes for my eye -- I watch the place, make unannounced visits, etc. In this case, I'd be very likely to include a GPS device (cell phone?) on her so that if she were ever to stray, I'd be able to see.
Only your arms are a 100% safe place for a child. Anywhere else there is necessarily more risk. Stay on top of things and make sure your child is well-trained to speak up for him/her self and you'll have done as much as you reasonably can.
Also, if she/he just graduated, at least you know they're safe and won't be returning, just in case something is truly wrong at the day care (and it wasn't just the mother lying).
