I'm curious what people think about this.

The web encompasses such a vast array of technologies and techniques.
And no two use cases are likely to be exactly the same.

So inevitably there is going to be some degree of "on the job" learning involved in every project we take on.

The question I ask is:

"When do we know that we have reached a level of proficiency where it
is professionally ethical to sell web development/design/consulting services to a client?"

Well for basic level of freelancing you can start off with data entry and cut paste jobs as well.You just need to know how to interact with people and if you have more skills like designing, programming, SEO and so on then thats the plus point for you. So it means there is no such level of proficiency in freelancing.
