I'm new to webmaster - talk,but i wanted to know if webmaster - talk will allow me to put my articles as threads with links to my blog, if not what else can I do to promote my blog.

You can only have links to your site in your signature. The exceptions are if you're asking for a website review or blog review (in the appropriate forum and by fulfilling the requirements for doing so) or if you need help with the code on your site and can't solve by any means other than posting a link. You can also offer your services or advertise in the marketplace, though I don't think it's free.

Otherwise, your other option is to connect your website RSS feed up to your profile to be displayed beneath your username. I have mine hooked up that way.

I'd suggest reading some of the rules threads that are stickied at the top of each forum if you'd like to know more.

How can you go for article submission in forums, Just participate as much as you can, post quality posts(Forum), as the signature(backlinks) from the forum like webmaster-talk is also very valuable.

Well said, lol. At least try to contribute to the subject matter of the thread. If you're here simply to self promote/spam, people will see that and it won't get you anywhere.

I have a good article which I done a few weeks ago, and I think it may even be totally unique, aint many of them about is there

anyway, I found a way of getting free internet dial up forever and its even sort of legal, ie your not messing about with your isp, can I post that? (with a link of course)
Also done one on getting free internet in internet cafes, but I think that might be thought of as being a bit naughty and maybe even illegal a little bit, the one I'm doing on free wifi is illegal in most countries, so I wont post that one here

Couldn't you post the article in a relevant article site?
A forum isn't really a place to post articles. It's more of a discussion mechanism.
If there happened to be a post in a forum that was subjected around the theme of an article you had uploaded somewhere in the world wide web, you could give a response with a link that was relevant to the talk at hand.

^I'm just winding Chris up, I think it may be illegal in some countries, ok thats a slight understatment, I should imagine it is illegal in just about all countries but it is a mistake the isp's have made that has never been rectified, pretty sure webmaster forums don't want illegal content on their forums, although, it is a goodie

You can not. You may post your links to your website through your signature. That is the only way you can promote your business. Make sure you get noticed through your posts for chances of having your signature links clicked.
