Seems kind of like a pointless activity. I doubt any vital functions of the CIA depend on their public website.
Considering the number of individuals involved in a DDoS attack and the fact that many of them aren't even aware they are participating in the attack (botnets for example) I don't think you should be too worried about retaliation. Unless of course you're one of the people organizing the attack.
