They fail because the kind of members they are trying to attract have probably already read (or seen) the "scraped" content, why are they going to bother reading or responding to it again?
One forum (now non-existent) decided to start up by scraping/republishing from the spam filled garbage dump of Yahoo! Answers.
It didn't stay around very long.
