Excruciatingly horrible design inflicted across several sites just makes it worse for that many more end-users. Who exactly is managing the integration and design of these sites, and why hasn't he or she been fired -- from a cannon -- into a brick wall?

Again I have no problem with the design, I actually think the origami style suites the theme.

Just off the top of my head you could use the tycoon talk logo as a "big fish" amongst smaller sea creatures with like an ocean background instead of the flowers.

Also an option to disable it via user panel would be nice too, as I don't care for Freelancer.com nor do I care about their services so the banner is just wasting my bandwidth and HDD space.

I'm sending y'all a consultation fee, you know....

First off, you don't need all that text; it's already present in the login screen, and that text could be tweaked to suit. Get rid of that, shrink the graphics down and move them left and center, shrink and extend the banner, make it look more like folded paper to carry on the origami theme.
