I have installed a second hard drive on my computer and it is 40GB in size. Yet, I only have access to about 4GB

What have I done?

How can I fix this?

Have you formatted it FAT16? Try formatting it FAT32 or (better yet) NTFS.

If under XP/2000:

Right click My Computer and select Manage.
Find Disk Management
You should find your disk in there (the lower half of the window), provided it is connected properly, etc. If there are any partitions on it, delete them and then recreate one spanning the whole disk. Then format it as NTFS. (Most of this can be done by right-clicking the disk area)

if you can see it through the BIOS maybe you should attempt to format it through DOS.

It's doubtfull you'll see it on DOS if you can't see it in Disk Management. It sounds more like it's not connected properly to me... or there could possibly be a driver issue but thats doubtfull.
To do it in DOS, you'll probably need a boot disk. Boot off the floppy and fire up FDISK. If it finds the disk it should give you an option (Number 5 I think) to switch fixed disks. Do that, then create a partition. Restart when it tells you, and format the partition as usual. You'll probably be better off formatting from Windows.
