You can't really 'Set up a hard drive as a server' - since aall a hrad drive does is store information, and a server is a process that runs on a machine and serves requests.
You can however set up a server on the same computer, depending on what type of server you want. I assume it's a web server you're after?
WinXP Pro comes with a version of IIS (Internet Information Services) built in for testing and development purposes. You'll find it under Administrative Tools -> Internet Information Services, unless it's not installed, in which case you'll need to go into Add/Remove Windows Components in the Control Panel and tick the box for it.
