How do you file an ICANN dispute?

Everytime I regiister a domain I pay an ICANN fee. From what I understand that is to pay for the cost of ICANN to settle disputes, etc. There are several domains I want that have been "parked". When you go to the domain it says "this domain is for sale" and lists about 100 more. This guy has no intent of using any of them, just trying to make money.

How do I make a complaint against this guy and get the domain? I can prove real intent in using the domain.

As far as I know you can't. I think it is a perfectly legal buisness to purchase a domain (so long as it doesn't infring on any copyrights) and just park it with intent to sell. However I really think they should ban this and make it illegal.

People could be making perfectly good sites rather than stupid parking screens

It is not illegal, but U read somewhere that if you can prove that you will use it, you can get it. This precedence what set when people were trying to register ford.com and sites like that. If you can prove that you can use it, I believe there is a way to get it without paying the thousands the domain hogs are asking.

ford.com involves a trademark issue. Unless the domain you want involves a word or company name that you have rights to (or if you are famous, your own name) you aren't going to get very far.

ICANNs (and mine) advice to you would be make the guy an offer.

If some company decided they wanted to have a website, and they're company name was legally registered and trademarked, but someone had already registered it but had it "PARKED" then you could take action and probably get the domain for your company.

i cnt remember where but i have read that if the domain isn't really in use (parked) you can buy the domain for exactly the same price the guy has brought it for..

you see that if you offered the guy a price he would know you're interested in it and therefore push up the price.

if the domain is parked and not in use by it's owner then you can obtain it for the value at the domain was purchased...

but, i'm not sure how you go about doing this, and i'm not sure by parking your domain at a type of search directory is classed as not using it... because a person could always say i bought it for the directory, it's really difficult...

i think one way you can def get a domain is if the domain isn't parked at all and is just registered, but then again it's difficult because the perosn could say ''i'm in the process of a building a site'', if you ahev proof (with is hard to get) then you can get hold of the domain, but it's very difficult as the domain owner can bull sh** anything..
