I am going to sale custom websites and flash animation. How do i transfare the control to the person that will use the website. Do i have to do any paperwork? Do I have to register the website before the sale?

Just create a contract strictly outlining that any and all created sites are your control until recievement of payment. At which point, all control is switched.

Your TOS should state that all templates are your property until properly purchased. At that point, the purchaser can do with it as they please. You will also need to state whether that template will be resold.

When someone purchases the template, that's where you need a contract (or permission email/letter) for them that says how they can use it.
