I'm trying to install drupal on my localhost, but I cant even get past how to work the file I downloaded... it's a tar??? Please forgive my ignorance, I'm sure someone is looking at this and laughing. Can it be "extracted" on windows???

tar.gz is the file extension for Gzip.

Thanks, but I think it's implied that people are supposed to know how to do this already as the site doesn't say anything about what to do with the file...

I will try to extract it again with winrar?

.tar files are 'archive' files - i.e. multiple files contained in one file.
.gz files are GZipped files, i.e. compressed files.
Therefore, .tar.gz files are compressed archives

Are you trying to install it on Windows? .tar.gz files are usually *nix...
