OK, I see some post what have 3way relevant link exchange offer, but I dont know what is this. What that means???

Possible your site must have a minimum of 2 other reciprocal links.

The hyperlinking for a three-way link exchange looks like this:

Site A links to Site B, which links to Site C, which links back to Site A.

Simply put, it's a way to manipulate search engines now that reciprocal linking is dead from that standpoint.

in that case 3way linking is not the best solution.
