Why not just save $600-$700 and replace the monitor? You'll end up with a better machine in the end.
One thing that should be noted: when most machines run like garbage, it's because of software that's either misconfigured or never should have been installed in the first place. Dell's trial software packages, like most brand-name PCs' packages, are a prime example.
If you have anything by Symantec/Norton...get rid of it.
If you have anything by McCrappy...sorry...McAfee...get rid of it.
If you have Microsoft Works (not Word or Office, Works)...get rid of it.
Basically, go through your machine and kill anything that's not necessary. If you need an anti-virus program, go get AVG Free at http://free.grisoft.com .
If you're still having problems, THEN your PC may well be a piece of garbage. Until then...this is one of those assumptions most people make and people who can fix the stuff (like originalthechad and I) are forced to assume is incorrect.
