Webmaster is a stupid word. It means a person who has mastered the arts of the web, which isn't true of most people who use the word. It stopped meaning anything, really.
That leads to another question, what do you mean by the industry? I don't design anything, but I work on parts of web sites. I do a lot of SQL Server work, predominantly, and also more than a little ASP.NET. I'm one of a team of people at the company I work for, who all work on web sites together. Each of us has our own strengths, so while I can write some HTML, and better yet some C# code that generates HTML, I leave the div trickery and javascript to people who are good at that. And then someone entirely else does the graphic design.
In America, at least, an education is less important than a portfolio, a good working knowledge that come across in an interview, and things like that. Credentials, mainly certificates, are the next important thing. I don't know any schools. There are particular certificates that are valuable in the Microsoft world, but it sounds like you aren't going down that path, so I hope this is just useful as general advice.
