it can be two things
1 - DNS: both "domain.com"and www.domain.com should be set up
2 - Webserver config: Webserver should be configured to respond to both "domain.com"and www.domain.com
In both cases, its a sign of bad webmastering.
1 - the webmaster should have set it up correctly (if he have access to do that=
2 - the webmaster should inform the webhost or domainhost about the error.
To find out if its a webserver or DNS problem, you can simply ping it.
If you can ping(or get them to resolve to the IP) both with and without WWW, then its the webserver.
