Is there a particular reason why they should take control of it? I would think state and local governments are doing a good enough job running it.

Should the federal government create a seperate beauracracy to oversee it or roll it under one that already exists?

Does "federal" mean the entire country? Like the federal reserve does the money for the country? I don't fully understand these things being from England.

If it does mean that, Then i think it would be a too vast system to be controled by one department. Breaking it down to individual localised systems would make for a more efficient system i would think.
