There's Blogger ( Google ), WordPress, and a lot of others I don't know about ... those are the two most popular hosts and systems. I'm about the last person left who doesn't have a blog, so I can't recommend one over the other.
If you're thinking of a simple blog, try user-friendly Blogger.
If you want all the of plugins, interactivity and full customization, then go with Wordpress.
Yes I have a blog and I used Blogger. Blogger is a free, automated weblog publishing tool that sends updates to a site via FTP. A blogger can write about any topic. Though often in the press bloggers are meant to refer to journalists amateur or professional who run a blog

There are many choice. If you want to have full control. I mean you can fully customize, don't use free blogging hosting like wordpress.com and blogger. use your own domain.
But If you want to get easy to install blog, choose free blogging hosting.
So you need to know your purpose first.
