I use Thunderbird as my email client, and it just wasn't "catching" these no matter how many of them I marked as junk.

I found a way to make certain they are routed to the junk mail bin. Use the following text filters:
=C4=
=CC=
=CA=

This covers some of the more funky letters in the KOI8-R encoding. So far, every piece of this spam has been automatically removed.

About the arrest of the "spam king". Has anyone noticed a reduction in spam? I haven't. I still get about 200 messages a day, with about 5-7 that are not junk.

Does anyone else know of a fool proof way of dealing with this russian spam?

You might try popfile - it's an email classifier that resides on your system acting as an email server. Your email is routed through popfile and classified. It's trainable, and best of all - free
