I have an ADSL 512K/s connection. 512Kbits is 64K bytes. So my maximum bandwidth is 64Bbytes/s.

My question is why doesn't windows/isp/TCPIP allow downloading a single file at the maximum or near the maximum bandwidth?

To reach 60Kbytes/sec I need to download 4 or 5 files symultaneoulsy or split a single file into 4 or 5 downloads.

It's not your isp in that case. It's the server on the other end who may be capping the max download speed to preserve his bandwidth for other users.
