I started teaching myself Flash MX+actionscript a few years back then got bored of it. Now I'm trying to start the learning process again.

Is Flash MX the latest version? If it is why can't I find the "blurr effect" under filtrs?

FlashMX is not the latest version of Flash. Adobe now owns Flash, and the latest version is CS3 ( http://www.adobe.com/products/flash/ )

A good place to learn flash is www.cartoonsmart.com (I have no affiliation with this site, I have just used it and like it)
He has some free tutorials and a lot of paid tutorials. He has a lot of tutorials about actionscript too.

Google is also a great source. Just search for actionscript or flash tutorials. You will find tons of free tutorials to help you out.
