The answer is that it's probably not the actual Google PageRank.
Why?
Because Google Toolbar PageRank is only updated every 3-4 months and is useless in terms of overall site ranking.
If you're going to buy the site based on its perceived PageRank, you're going to piss your money away. You should be looking at its traffic levels, revenue generation, what you plan to do with the site once you buy it. In other words, treat it as if you're purchasing a business.
In the case of evglobal.com, you're purchasing an "in the dark" business. The doors are closed, the lights are off, no one's home, but it's still operating somewhat. So any money you invest in this evglobal.com domain name beyond the actual price of the domain name itself (i.e. the $8.95 per year that it costs to register/renew a domain) is a waste.
You owe Hirst $1.80, and as his agent you owe me $0.20.

This is the first I've heard about fake page rank. I wonder if anybody cares to explain this? I know the number has been turned into a commodity, but did somebody write a fake toolbar that pings the wrong servers, or...?

Thanks for your post...
He did not answer my question (He did not tell me whether it is fake or not).
But if you can explain one thing to me, Ill pay you 2$;
Why would it be a waste of money? With my knowledge, a website with high pagerank will be listed higher in Google than a website with low pagerank.
- Which means more traffic...?
Evglobal.com got a lot of good backlinks, then i cant see why it should not be PR5...

Hi ,I will list my observation ( from the one who know the technique of fake PR!!!!)
Always remember toolbar PR use old data of 3-4 months ago.
1. always check for domain age ... use domain tool at http://www.whois.sc
If age is less than 4 months ,this can be done by buying suspended domain
Or using domain pointing or permanent redirect to BIG PR site ,and point back after PR update
2. always check for the past look of your site at http://web.archive.org
If the past look is suspended domain at godaddy or other
3. always check for PR at http://www.seologs.com/pr-check
If it true or fake PR
4. always check backlink and site at google search site:domain.com or link:domain.com
If many links back from google ,he might use technique redirect to local country of google (like google.jp or google.co.uk)
Checked the cached page ,if PR 5 ,Google should cache less than 1 month interval ,if last cached is 3-4 months ,means no robots there ,that means the actual PR should be less .

A high PageRank means nothing as far as Google traffic, since it's one of over 100 factors. A site with PageRank 0 can rank for terms that are competitive in as little as 2-3 weeks, and a site with high PageRank (e.g. www.homestarrunner.com) can rank for next to nothing at all because it wasn't built for search engines. (Yes, I'm fully aware that homestarrunner.com is an all-Flash site...that's precisely the reason I selected it.)
Some of the best traffic generating links can come from places that couldn't possibly be indexed as well. For example, I was getting traffic from blogs.tap.ibm.com in the 3 digits for about a 2-week period. blogs.tap.ibm.com can only be accessed from the internal IBM network...if you put in http:// blogs.tap.ibm.com (without the space), you can't access it.
And therein lies the thing that most people miss completely when it comes to SEO. The whole point of SEO is to draw traffic to a site; the problem is that most SEOs would never take a link like the one I just posted because there's no SEO benefit. I personally don't give a crap whether a link has SEO benefit or not...if I can get an organic link, I'll take it from any source.
