I'd like to know if there's a site that shows web design guidelines to rate web design companies, for example from 0 to 20, 20/20 being the best rate for companies that work the best way you can imagine.

For instance criteria such as tableless, Ajax, clean CSS, images preload, CSS image mapping, MVC programming, etc...

As nice as it might be if there were some kind of rating you probably won't find one. 'Best' is a subjective word and it's unlikely you could really establish the rating.

Given the many many web designers it would be an impossible task as well.

The best you'll find are awards given out to sites, but the awards will still be subjective. It will just be the opinion of the person or persons giving out the award.

If there is any kind of rating system like you're looking for I'm unaware of it.
